1 Committee organization and procedures

1.1 Approval of the Agenda

Add Dr. Ed Kelly, NIST to agenda covering flat panel displays. Motion to approve agenda. Agenda approved.

1.2 Membership and attendance

Self-introductions were made, attendance taken, and it was determined that a quorum was present. The attendance roster and the CTA roster are in process of being updated to reflect the most current members present. All attendees verified the correctness of the information on the rosters.

There were some committee membership and CTA changes: Chris Summers and Brent Wagner, Georgia Tech Phosphor Center of Excellence should be added to the CTA list. See 5/2000 minutes. Remove Austin Hardy from CTA list. Action item

The Committee was reminded of the Committee membership rule, which states that if a member misses two consecutive meetings, then at the third missed meeting, the member is moved from the membership list to the non-voting CTA list. The member will be re-instated at the next meeting attended. This rule comes from EIA EP-20-A, "Manual of Organization & Procedure," December 2000, Section 4.6.1.1 Meeting Quorum Pool (page 17-18), which states that: -

A meeting quorum pool is defined as those members eligible to vote at a meeting:

a) If a voting member is not represented at two consecutive meetings and the absence continues for the subsequent meetings, the member shall be removed from the Meeting Quorum Poll for the subsequent meetings. Upon attendance at a subsequent meeting the member shall be reinstated in the Meeting Quorum Poll and have full voting privileges at that meeting.

1.3 Approval of the Minutes

Motion to approve 9/2000 JT-31 minutes. Seconded. Motion carried to approve minutes.

1.4 Correspondence

Chairman Ehemann indicated that most of the correspondence he received was from Dr. Kelley's e-mail distribution list. Dr. Kelley's materials included a list of relevant standards including several from JT-31 including TEP-105-11B and TEP-105-16-A.

IEC/TC-39 Committee will not meet this year. Next meeting in about two years to discuss update of IEC-441.

1.5 Review of Committee's Scope

No review of committee scope was needed.

2.0 Old business

2.1 Status of the new Electronic Template for Phosphor Registration

Michael Tinkleman, ECA indicated that the JT-31 Phosphor Registration Excel Template that is now accessible on the ECA web site. The committee was quite pleased to have the Phosphor Registry on the ECA web site. This will make it easier to register new phosphors worldwide. The committee would like their counterparts in Europe (Pro Electron), and in Japan (EIAJ) to be made aware that the Phosphor Registry is now accessible on the ECA web site. Action Item

A topic for the 9/2001 JT-31 meeting will be to talk to EIAJ to see whether they are ready to start registering flat panel displays under the WTDS system, and to determine what digits they will use for phosphors.

2.2 TEP-105-11B, "Measurement of the Color of CRT Screens" - published June, 2000
2.3 TEP-105-16-A, "Phosphor linearity tests" - published June 2000

Committee would like both of these standards put on the ECA web site under the JT-31 section. Michael Tinkleman agreed to put up a brief description of each new standard taken from the EIA Standards Catalog, along with information on how to purchase a copy from Global will all be put on the ECA web site. Action Item

2.4 Standards Review

2.4.1 TEP-105-12, "Test Method for Tube Face Reflectance - work is continuing. The committee is using VESA #FPD-1,"Flat Panel Display Measurement," as resource. Dr. Kelley and his two colleagues from NIST joined the discussions. He is currently finishing up VESA #FPD-2 which is due out shortly. All the information will be put on the NIST web site. He will also eventually produce recommended practices. A copy of his SID presentation entitled, "Flat Panel Display Measurements & Standards" can be found at ftp://ftp.fpdl.nist.gov/pub/seminars/ApSem01.pdf

The committee would like to revise the TEP-105-12 ring light test and expected error. A possible goal would be +/- 2% in reproducibility. NIST agreed to look into what you would need to do to reach this goal.

2.4.2 TEP-105-15, Glass aging

Work is continuing on the revision

3.0 New business

3.1 Flat panel (FP) use of phosphors - nothing yet on flat panels. The committee isn't ready yet to list information on flat panels. Committee probably needs to further enlist the assistance of people from the flat panel industry in these efforts. Two people from GATech participated in a prior JT-31 meeting.

4.0 Next Meetings

The next meeting will be at the Radisson Hotel in Corning, New York on Tuesday September 12, 2001. The September 12th date was not available at the hotel. Therefore, the meeting date was changed to September 21, 2001 at the same location.

5.0 Adjournment

The Committee moved, seconded, and unanimously agreed to adjourn at 10:50 AM.

6.0 Action Items

Update Committee membership and CTA lists.

The committee would like their counterparts in Europe (Pro Electron), and in Japan (EIAJ) to be made aware that the Phosphor Registry is now accessible on the ECA web site.
