Keith Seamands called the meeting to order at 8:00AM. Vice Chairman
Dave Richardson recorded minutes.
1 Committee organization and procedures
1.1 Membership and attendance
1.1 Welcome by Keith Seamands and self- introduction of all members.
Attendance was taken, and it was determined that a quorum was present
1.2 Agenda was approved with additions of P-1 Resistive
Devices and P-4 Mechanical Outline Committee Reports added. An update
on the CCC was also added.
1.3 Approval of U-1 minutes from October, 2002 in Charlotte,
NC
Minutes approved unanimously.
1.4 Correspondence and Announcements
Mike Cannon read a letter of "thanks" and announcement of
retirement from Dick Thompson. Vice Chairman Dave Richardson offered
to write a letter of appreciation to Dick for his service to the EIA/ECA.

Ed Mikoski of the EIA/ECA announced an EMS meeting of the ECA in San
Jose on April 29th.
1.5 Sub-Committee and Working Group Reports
A. P-1 Resistors - Brian Piscitelli reported. The committee is updating
the 575 and 576 documents.
B. P-10 IPD - Brian Piscitelli reported.
C. G11 - Report given by Ed Mikoski. He will try to get a representative
from the G11 to attend the next P-Panel meetings.
D. P-14 Fuses - Dan Giblin gave a report. The committee has changed
the Scope statement to remove over-voltage devices.
E. P2.5 Tantalum -Dave Richardson reported. The committee is working
on specs for Niobium, tantalum polymer and an update to the molded
chip spec.
F. P2.1 Ceramics- Mike Cannon Reported. Committee is looking at IEC
specs in an attempt to standardize. They are also discussing test
methods and ripple current ratings.
G. PDP-100 Mechanical Outline - Carl Lindquist reported. This committee
will now be called the P-4 committee. They are working on development
of a web based data system for users and suppliers to post industry
standard package outlines.
H. P2.2 Film and P2.4 Aluminum have been combined. Report by Laird
Macomber and Mike Mosier. The committee is working on an aluminum
polymer specification.
I. P-9 Test Methods - The activities of this committee are being discontinued
since Mil 202 is widely accepted as the industry standard and has
been kept current.
1.6 EIA Environmental Update - The report on this
topic was deferred until lunch at which time Heather Bowman, who heads
up the Environmental Issues Council (EIC) at the ECA, gave a very
informative presentation. Also, NEMI roadmaps are available on the
web. The industry is beginning to accept 0.1% lead content as a maximum
for "lead free" standardization. Heather recommended that
we try to get someone from the FTC to give a presentation at the next
meeting in San Antonio.
2.0 Old Business- None
2.1 Web-Site Update - Ed Mikoski informed the group
about changes/updates to the EIA/ECA web-site. The address is www.ec-central.org.
3.0 New Business
Ed Mikoski gave a presentation on the CCC (China Compulsory Certificate).
The presentation was provided to Ed by SIMCOM of Atlanta, GA. They work
as an agency for CCC approval. CCC is a safety certificate something
like the UL in the US. This requirement which goes into Chinese law
May 1, 2003 could have a significant impact on companies doing business
in China. Dan Giblin of Cooper -Bussman has had extensive experience
with this agency and provided very useful information on the subject.
3.1 Lead-Free - Industry Update - Heather Bowman provided
a detailed presentation on global legislation and ECA activity at
the lunch meeting.
3.2 Presentation-Technical Paper
Mark Cohen, Director of Integrated Products at Maxwell Technologies
gave a very interesting presentation on ultra capacitors. He recommended
that interested parties also check Kilofarad.com on the web for further
information. Kilofarad International is a forum for members to develop
standards and provide information to the industry on ultra capacitor
technology. It was requested that slides from Mark's presentation
be posted on the EIA/ECA web site.
3.3 Awards - At the lunch meeting, Terry Charles
of Panasonic was presented with this year's "Distinguished Fellow"
award.
4.0 Future Business Meetings
The fall 2003 meeting will be in San Antonio, TX . The meeting will
be held on October 6-9 at the Marriott River Center.
Tampa, FL was confirmed by the EIA/ECA for the Spring 2004 meeting.
Tentative dates are set for April 19-22.
San Diego, CA was selected for the fall 2004 meeting.
5.0 Meeting adjourned at 10:22 am.
This meeting was conducted in accordance with the EIA Legal Guidelines
and the Manual of Organization and Procedures.
