P-4 Committee on Mechanical Outlines

Minutes of Teleconference
August 4, 2000

1. Membership and Attendance
Self-introductions were made, attendance was taken, and it was determined that a quorum was not present.

2. Approval of Agenda
The Committee accepted the agenda as presented.

3. Approval of Minutes of April 3, 2000
Meeting Approval of the April 3, 2000 Minutes will be taken up at the next Committee meeting in 10/2000.

4. Correspondence
No correspondence was received.

5. Review of Committee Scope

5.1 Report on Standards and Specifications
Policy discussions at the ECA Hilton Head Meeting - Robert Willis, ECA reported that currently ECA has three standards that are replacing Mil-Specs available for free on its web site. HIS/Global will still charge if hard copies are needed. ECA is looking for reactions from the committee chairmen to putting Standards online.

6. Old Business - It was agreed that although there was not a quorum, the four Committee members would vote on the agenda items. At Robert Willis' suggestion, P4 would try out as a test the new discussion group capability on the ECA web site in order to get the input of Committee members not present at the Teleconference on the agenda items. Action Item - ECA staff will work with the Committee chairman to implement this discussion group capability.

6.1 Review outlines
Outlines currently tabled SOCM-3216 with variation AB added. SOCM-0612 and SOCM-1014 (copies of all three documents will be on ECA Resource Central web site). (Vote 4 for, none against) SOCM-0612 and SOCM-1014 were balloted in April of 1998 but were not carried past the ballot stage. The results were:

6.2 PDP-100 Format and Layout
Ways to improve the format and layout of PDP-100 to make it more user friendly were discussed. It was agreed, at the suggestion of Robert Willis, to put a sampling of the PDP-100 materials - index of PDP-100 outlines, introductory materials, and some representative outlines on the P4 section of the ECA web site to test the feasibility of making the PDP-100 accessible online and more user friendly. The P4 Committee will need to reaffirm the PDP-100 document.

Action Item - ECA staff will work with the Committee chairman to implement this PDP-100 test. New

7. New Business

7.1 Schurter Request
The Committee reviewed the 6 proposed outlines for SM fuses submitted (in 1998) by Schurter Inc. The Table below shows the basic outline dimensions (length and width); the Schurter proposed style; the nearest existing style; and the Chair's proposal. Changes suggested at the meeting are in bold. (The Vote in all cases was 4 for, none against)

7.2 Other New Business
The Committee's next meeting will be at the ECA Engineering Summit in San Diego on Wednesday October 4, 2000 at noon (working lunch).

8.0 Adjournment
The Committee moved, seconded, and unanimously agreed to adjourn at 12 noon. Action Item Summary ECA staff will work with the Committee chairman to implement the agenda item #6 discussion group capability on ECA web site. ECA staff will work with the Committee chairman to implement PDP-100 test on ECA web site. This meeting was conducted in accordance with the EIA legal guidelines and the manual of organization and procedures.
