Self-introductions were made.

2.0 Committee Organization and Procedures
2.1 Membership and Attendance

Attendance was taken, and it was determined that a quorum was present. The attendance roster and the CTA roster are in process of being updated to reflect the most current members present. All attendees verified the correctness of the information on the rosters.

The Committee was reminded of the Committee membership rule, which states that if a member misses two consecutive meetings, then at the third missed meeting, the member is moved from the membership list to the non-voting CTA list. The member will be re-instated at the next meeting attended. This rule comes from EIA EP-20-A, "Manual of Organization & Procedure," December 2000, Section 4.6.1.1 Meeting Quorum Pool (page 17-18), which states that: -

A meeting quorum pool is defined as those members eligible to vote at a meeting:

a) If a voting member is not represented at two consecutive meetings and the absence continues for the subsequent meetings, the member shall be removed from the Meeting Quorum Poll for the subsequent meetings. Upon attendance at a subsequent meeting the member shall be reinstated in the Meeting Quorum Poll and have full voting privileges at that meeting.

2.2 Approval of Agenda

The Committee unanimously accepted the Agenda as presented.

2.3 Approval of October, 2000 Meeting Minutes

Add Michael Griffith and Karen Lin to members present. The Committee unanimously accepted the revised Minutes of the last meeting. A list of active P-10 Committee projects will be attached to the minutes. Action Item

3.1 RC Test Performance Specification (PN-4944) 30 day EIA Paper Ballot Status.

PN- 4944 was balloted on a 30 day EIA paper ballot. The results of the ballot were discussed.
Motion: - To publish PN-4944, with agreed upon editorial revisions, as an EIA standard.
Results of Motion: - For - 11, Opposed - 0, Abstentions - 2. Motion carried unanimously to forward PN-4944 to EIA publications department for EDEC approval. Action Item

3.2 Review IPD Circuit Registration Requests

10 registration proposals submitted with samples from California Micro Devices and KOA Speer. Samples will be archived by ECA.
Motion: To send out 10 IPD Circuit Registration proposals received on a 30 day EIA ballot for committee approval.
Results of motion: - For - 9, Opposed - 0, Abstentions - 4. Motion carried unanimously to send out 10 IPD Circuit Registration proposals received on a 30 day EIA ballot for committee approval. Action Item

3.3 IPD Chip Scale Package Test / Qualification Requirements Status

Sub-committee formed, lead by Scott Brown, to prepare Chip Scale Package Test Qualification Specification for next meeting. Request a PN number. Action Items

4.0 New Business
4.1 Re-review of IPD registration PN-4825, EIA-783, "Guideline Orientation Standard for Multi-Connection Package (Design Rules for Tape and Reel Orientation)"

Pin 1 orientation exemption to EIA-783 guidelines for IPD's has been agreed to by the ACH committee, and will be included in the revised version of EIA-783 to be published shortly.

4.2 Five Year Document Review.

SP-4815 is now EIA-850. Active project list should be updated. Action Item

PN-1644, "Calculation of Component Defectiveness" is not recognized as a P-10 project.

Motion: - To remove PN-1644, "Calculation of Component Defectiveness" from the P-10 active project list.
Results of Motion: - Motion carried unanimously to remove PN-1644 from the P-10 active project list. Action Item

5.0 Next Meeting

The next meeting will be at the 3rd Engineering Summit 10/8-10/2001 in Philadelphia at the Loews Hotel.

6.0 Adjournment

The Committee moved, seconded, and unanimously agreed to adjourn at 5:40 PM.

P-10 active project list - Attach to minutes.

Balloted RC Test Performance Specification with revisions - To EIA publications department for EDEC approval.

EIA 30 day ballot - 10 IPD circuit registration proposals received.

Chip Scale Package Test / Qualification Requirements - Sub-committee to draft a specification for next meeting.

SP-4815 is now EIA-850 - Update active project list.

Remove PN-1644 from the P-10 active project list.
