of the P-2.4 Committee on Aluminum Electrolytic Capacitors
Self-introductions
were made. Cecil Van Arsdale conducted the meeting as acting chairman
in the absence of chairman Mike Mosier. Attendance was taken,
and it was determined that a quorum was present. The attendance roster
and the CTA roster are in process of being updated to reflect the most
current members present. All attendees verified the correctness of the
information on the rosters. A meeting quorum pool is defined as those members eligible to vote at a meeting: a) If a voting member is not represented at two consecutive meetings and the absence continues for the subsequent meetings, the member shall be removed from the Meeting Quorum Poll for the subsequent meetings. Upon attendance at a subsequent meeting the member shall be reinstated in the Meeting Quorum Poll and have full voting privileges at that meeting. 2.2 Approval
of Agenda 2.3 Approval of October, 2000 Meeting Minutes The Committee unanimously accepted the Minutes of the last meeting as written. A list of active P-2.4 Committee projects will be attached to the minutes. Action Item 2.4 Correspondence No correspondence. No changes in committee scope. Most recently revised 4/28/99. 3.0 Reports DSCC report for P-2.4 is attached. 3.2 Report on the U-1 Committee The U-1 Committee meeting included a lead free round table discussion with several manufacturers and users participating. The lead free area is of particular interest to the U-1 Committee. These discussions will continue at the Fall ECA Engineering Summit scheduled for October 8-10, 2001 in Philadelphia at the Loews Hotel The one negative comment on the earlier letter ballot has been addressed with the requested changes to 2.2.8.1 approved at the 5/2000 committee meeting. The remaining comments were editorial and have been addressed. In addition, Laird Macomber found a technical error in section 1.1.1 and 3.5. The change is as follows: - If two, same-value, aluminum electrolytic capacitors are connected in series, back-to-back with the positive terminals or the negative terminals connected, the resulting single capacitor is a nonpolar capacitor equal in capacitance to one half of the capacitance of the original pair. Motion: - To correct
the technical error cited, and to publish EIA-797 as an EIA standard.
4.2 Status of SMT Aluminum Electrolytic Capacitor Qualification Specification The preliminary document was discussed at the 5/2000 committee meeting, and a draft had been placed on the ECA web site prior to the San Antonio meeting. Terry Charles reported a problem with the specification. There was some further discussion of the draft specification at the meeting, with a request that any additional comments be submitted to Mike Mosier. Committee members were asked to review the specification in more detail, and be prepared to discuss it at the fall meeting. 4.3 Status of ballot to approve revision to EIA-463-A, "Fixed Aluminum Capacitors for Alternating Current Motor Starting." Motion: - Once agreed
upon changes are made, to ballot EIA-463-A, "Fixed Aluminum Capacitors
for Alternating Current Motor Starting." on a 60-day SP ballot
for ANSI public review. 4.4 Five-year Review of Documents Michael Tinkleman distributed the list of active P-2.2 documents. A task group consisting of Laird Macomber, Mike Mosier, and Cecil Van Arsdale was appointed to review EIA-395, "Polarized Aluminum Electrolytic Capacitors for Long Life (Type 1) and for General Purpose Application (Type 2)." Michael Tinkleman to provide copies of EIA-395 to task group. Action Item 5.0 New Business 5.1 Review of P-2.4 time-slot and meeting length. The current arrangement of sequential one-hour P2.2 and P2.4 meetings is working very well, and should be continued at the next Engineering Summit. 5.2 Polymer Aluminum Qualification Specification Task Group A task group, consisting
of Mike Lauri, Laird Macomber, Nancy Reynolds, and 6.0 Next Meeting The next meeting will be at the 3rd Engineering Summit 10/8-10/2001 in Philadelphia at the Loews Hotel. 7.0 Adjournment The Committee moved, seconded, and unanimously agreed to adjourn at 4:03 PM. 8.0 Action Items PN-4283 (EIA-797) - Correct technical error and forward to EIA foe EDEC approval and publication. SMT Aluminum Capacitor Qualification Specification - Comments to Mike Mosier for review at the fall meeting. EIA-463-B - Make corrections and circulate on a 60 day SP for ANSI public review. EIA-395 - Task group to review and report at fall meeting. Polymer Aluminum
Qualification Specification - Task group draft new specification for
review at the fall meeting. This meeting was conducted in accordance with the EIA legal guidelines and the manual of organization and procedures.
