1 Committee organization and procedures

1.1 Membership and attendance
Self-introductions were made, attendance taken, and it was determined that a quorum was present.

1.2 Approval of the Agenda
The Committee unanimously accepted the Agenda as presented.

1.3 Approval of the Minutes
The Committee unanimously accepted the Minutes of the last meeting as corrected, e.g., removal of Galli's name on the absent list. Mr. Galli is already listed as voting member present list.

1.4 Correspondence
Correspondence relates to a new project and open up some tolerances on EIA-463.
Remove Mr. Li from the voting and CTA list.

ACTION ITEM- Remove Mr. Li (AEM,Inc.) from the voting and CTA list.

1.5 Review of the Committee's scope
No review was needed.

1.6 Report of task groups and DSCC efforts
A report was circulated and will be attached electronically with the Minutes.

2 Old business

2.1 PN-4283, EIA-797, Aluminum electrolytic capacitor application guideline
The letter ballot had 9 replies. Eight approved the ballot. One disapproved with comments. The Committee discussed the major comment and agreed to alter the offending part . The remainder comments were editorial. As a result of the discussion, the Committee moved, seconded, and voted unanimously to change in 2.2.8.1 the following part, and the core temperature is assumed the case temperature to the core temperature rise over the case temperature is often neglected and other minor editorial changes.

ACTION ITEM - Mr. Aronson will make revision to document.
Mr. Mosier will write letter stating the committee's action to the person submitting the negative comment and vote.

2.2 Five year review of documents
No document was needed to review.

3 New business

3.1 Review of preliminary SMT aluminum electrolytic capacitor qualification specification
A discussion ensued on the preliminary document. The question arose whether to reference IEC documents in the standard.

3.2 Proposed revision to EIA-463-A, Fixed aluminum capacitors for alternating current motor starting
Mr. Mosier will circulate to the Committee requested changes to the standard for future action at the October meeting.

3.3 Proposal to hold consecutive meetings of the P-2.4 and P-2.2 in a common two hour time slot.
The Committee opted to hold consecutive meetings of the P-2.4 and P-2.2 in a common two-hour time slot.

3.4 Proposal to improve the sign-up process by (1) a single sheet with printed data of attendees with check-off capability.
This proposal was made and Mr. Aronson will take it as an action item. 4 Selection of next meetings The next meeting will occur in the week of 2-4 October 2000 at the Wyndom Hotel in San Diego, California.

5 Adjournment
The Committee moved, seconded, and unanimously agreed to adjourn at 5:00 PM.

6 Action items
Improve meeting sign-in process by preprinting all member information(voting & non-voting) on a sheet with a placed to confirm attendance.
Remove Mr. Li (AEM) from voting and CTA lists.

This meeting was conducted in accordance with the EIA legal guidelines and the manual of organization and procedures.

MIL-STD-1131 (Storage Shelf Life and Reforming Procedures …)
MIL-STD-1131 has been converted to a military handbook. Significant changes were made the wording (change from mandatory type text to guideline type text). Reference to AQLs and MIL-STD-105 were removed and accept on zero sampling plan was added. The final draft was dated 11 July 1999 an has been posted to the web site http://www.dscc.dla.mil/Downloads/MilSpec/Docs/
